Microsoft Malware Protection Signature Update Stubborn

I just noticed a strange folder on the root of my D drive (which FWIW is an external, USB connected drive). It's a long, seemingly random alphanumeric string. Inside the folder is the file 'SigStub.exe'. File -> Properties describes it as 'Microsoft Malware Protection Signature Update Stub' and it appears to have a valid digital signature issued by 'Microsoft Code Signing PCA'.
A little Googling comes up with a few posts like this and it seems this is a recent thing. My guess is that it showed up after the recent WGA changes. It doesn't seem to be malware. However, I am confused as to why it would appear on my D drive and not C, and why it's in a folder with such an ambiguous name.
Anyone else got it? Anyone got any more info on what this thing is and why MS have (apparently) put it there?
